The SBU recruited a foreigner to kill a Russian serviceman in Moscow. After a failed shooting attempt, he was to use explosives but was caught by the FSB. He confessed: on the run from a criminal case, he lived illegally in Spain. Ukrainians he worked with put him in touch with the SBU, who promised European documents, paid for his tickets to Moscow, and gave coordinates to pick up a Makarov pistol and 16 rounds. He fired three shots. The SBU then provided a target photo, address, car, and briefcase details. He reconnoitered, but the target wasn't home. He was then told to fly to Moldova to learn to build a bomb for the hit. @Slavyangrad
